Georgie Loves to Shred Paper!

This just in from the Federal Government!  Paper shredding has increased some 600% under ol' Georgie's not so watchful eyes...

Note that the shredding doubles by 2003, but doesn't REALLY pick up until 2004.  Wonder why that is?  Could it be that there are reasons for shredding paperwork that are UNrelated to the 2001 terrorist attacks?
